Where crypto actually stands under Somali rules
Crypto sits in a gap in Somalia. The Central Bank has warned the public against virtual assets and confirmed no exchange is licensed, but it has not banned holding, buying or converting them.

Not licensed, warned against, and not banned are three different positions. Somali crypto policy is currently the first two together, not the third.
The Central Bank's public notice
The Central Bank of Somalia issued a public notice in Jun 2024 titled Caution on Virtual Assets. It warns that Bitcoin, stablecoins and other virtual assets are not legal tender in Somalia.
The notice states plainly that no financial institution in Somalia is currently licensed to exchange, transfer, pay, invest or otherwise deal in virtual assets. It lists volatility, fraud exposure and use in illicit activity as its reasons, and it stops there. It does not prohibit ownership or use.

No VASP licensing regime exists
Somalia has a licensing regime for mobile money operators under the 2020 Mobile Money Regulations, run by the Central Bank. There is no equivalent regime for virtual asset service providers, so no exchange, wallet provider or stablecoin issuer can be licensed in Somalia even if it wanted to be.
That absence is the second half of the gap. The Central Bank supervises banks and mobile money under named rules, and crypto activity currently sits outside all of them.
Salaam Somali Bank sells USDT anyway
Salaam Somali Bank launched a stablecoin service in 2025 that lets customers deposit USDT into their bank account and withdraw the balance as USD. The bank described itself as the first Somali commercial bank to put a stablecoin feature inside formal banking.
Salaam Bank is itself a Central Bank supervised institution, which places this specific USDT service closer to the regulated banking system than any standalone exchanger. No public Central Bank statement approving, endorsing or specifically authorising the feature has been published.
Important. A bank offering a USDT feature is not the same as the Central Bank licensing virtual asset activity generally. The Jun 2024 notice on no licensed institutions predates the bank's 2025 launch and has not been withdrawn or amended since.
Where Hoosarif and SomaliSarif fit
Hoosarif and SomaliSarif are exchangers operating outside the bank channel. Both publish live rates converting EVC Plus, ZAAD, SAHAL and eDahab balances into USDT on TRC20 and BEP20 networks.
Neither is a licensed virtual asset service provider, because that licence category does not exist in Somalia for anyone to hold. They operate in the same unlicensed space the Central Bank's notice describes, and the notice's warning about no legal recourse if a platform fails applies to them as much as to any other unlicensed exchanger.
Converting a mobile money balance to USDT, in practice
None of the four mobile money wallets connects to a crypto exchange directly. Hormuud EVC Plus, Telesom ZAAD, Golis SAHAL and Somtel eDahab are licensed for domestic transfers, and that licence does not cover crypto conversion.
The practical route is the same one used for funding an offshore betting cashier: send the wallet balance to an exchanger or to Salaam Bank's stablecoin feature, receive USDT, and hold or move it from there. The full deposit walkthrough covers the network choice and the fees.
- Confirm the receiving network before sending. TRC20 and BEP20 are not interchangeable, and a send to the wrong one is not recoverable.
- Treat an exchanger's published rate as a quote, not a guarantee, and check it against a second exchanger before moving a large balance.
- Remember the Central Bank notice's own point: no licensed Somali institution stands behind an exchanger if it fails, so there is no local recourse route.
- A bank channel through Salaam Bank sits inside a supervised institution, which is a different risk profile from a standalone exchanger, even though neither carries a specific crypto licence.
How this differs from the gambling position
Gambling in Somalia has a named prohibition. A 16 Nov 2023 decision from the National Anti-Money Laundering Committee declared gambling illegal nationwide and named 1xbet specifically, with banks and telecoms ordered to cut services.
